On October 14, as part of the International Investment Forum "Dushanbe Invest 2025," three protocols and two memorandums of understanding were signed between the Ministry of Energy and Water Resources of the Republic of Tajikistan and a number of domestic and foreign companies in Dushanbe. These protocols aim to develop cooperation in the areas of personnel training and the construction of solar and wind power plants.
According to the signed documents, the projects envisage the construction of ground-mounted solar power plants in several regions of the country and include the phased implementation of large-scale renewable energy generation facilities with a total capacity of several hundred megawatts. The signing of these documents is intended to facilitate the development of the green energy sector and the diversification of electricity generation sources in the republic.
On behalf of the Ministry of Energy and Water Resources, Deputy Minister Safarzoda Manuchehr signed the documents. The parties include domestic and international companies that will partner in implementing the relevant projects and providing technical, investment, and educational support.
The list of signed agreements includes:
— a protocol with the Chinese company Wuhan Building Material Industry on the implementation of a project to build solar power plants with a total capacity of 500 megawatts in the Sughd region;
— a protocol with the Tajik company Ayon Energy on the construction of solar power plants with a total capacity of 500 megawatts in the Sughd and Khatlon regions;
— a protocol with the Chinese company Ejing Technology on the construction of solar power plants with a capacity of 500 megawatts in the Khatlon region;
— a memorandum with the Vietnamese company Rox Group on the development of cooperation in the field of personnel training and the construction of solar power plants with a total capacity of up to 1,000 megawatts in the Republic of Tajikistan;
— a memorandum with the Russian company JSC Rosatom Renewable Energy on joint projects for the training and construction of solar power plants with a capacity of up to 500 megawatts in the republic.
The Ministry's press release notes that the implementation of the signed protocols and memoranda envisions the phased implementation of projects involving foreign investment and modern technologies, as well as measures to improve the qualifications of local specialists and organize internships and training programs. These measures are aimed at creating a sustainable foundation for the development of the renewable energy sector and strengthening the country's energy security.
Experts and forum participants emphasize that expanding solar and wind energy projects is consistent with international practice in transitioning to a low-carbon economy and is in line with the state strategy for diversifying energy sources. Attracting foreign partners and investment will accelerate the implementation of modern technologies and ensure a more equitable distribution of electricity, including in remote and hard-to-reach areas.
According to Ministry representatives, the signing of protocols and memoranda during the Dushanbe Invest 2025 forum is an important step toward developing the national energy system and attracting long-term investment in the renewable energy sector. Specific project timelines, investment volumes, and financing mechanisms will be clarified at subsequent stages after the project documentation has been prepared and the necessary assessment and approval procedures have been completed.
