In Tajikistan, the Obigarm-Nurobod road construction project, part of Central Asia Regional Economic Cooperation (CAREC) Corridors 2, 3, and 5, has been fully commissioned. The total cost of the project is $178.1 million, according to government agencies.
The project is co-financed by a $110 million grant from the Asian Development Bank (ADB), a $28.1 million contribution from the Government of Tajikistan, and a $40 million loan from the OPEC Fund for International Development.
The ADB grant was approved on December 5, 2019, signed on December 31, 2019, became effective on July 31, 2020, and is scheduled for official completion and handover of all facilities on December 31, 2025.
The Obigarm-Nurobod road connects the capital Dushanbe with the northeastern part of the country and the Kyrgyz Republic via the M41 highway, which is part of CAREC Corridors 2, 3, and 5. The highway serves 13 communities, providing their residents with access to economic opportunities and social services.
Construction of the 75-kilometer road was divided into three phases. The ADB and the OPEC Fund for International Development jointly financed the 30-kilometer section from Obigarm to Tagikamar, including two tunnels totaling 3.3 kilometers. For the construction of the other two sections, the Tajik government secured loans from the Asian Infrastructure Investment Bank and the European Bank for Reconstruction and Development.
The highway was built with climate resilience and international road safety standards in mind. The project also aims to strengthen the Ministry of Transport's institutional capacity in road asset management and expand women's access to economic opportunities through training and improved access to financial resources.
On August 26, 2025, President of Tajikistan Emomali Rahmon officially opened the first two sections of the road, emphasizing the project's importance for the country's economic development and strengthening transport links with neighboring states.
