The Ministry of Health of the Republic of Kazakhstan has approved amendments to the rules for the application of compulsory medical measures, allowing for chemical castration for those who have committed crimes against the sexual integrity of minors. The corresponding order was signed by the Minister of Health on October 1, 2025, the ministry reported.
According to the updated regulations, chemical castration may be applied to citizens over 18 years of age found guilty by a court of committing criminal sexual offenses against minors. This measure is imposed solely on the basis of a final court decision.
The chemical castration procedure will be performed at the prison, under the supervision of medical personnel. In cases where the inmate is receiving a non-custodial sentence, treatment is carried out at a medical facility providing outpatient psychiatric care.
The document also specifies that for prisoners serving time for crimes against minors, chemical castration must be performed six months before their release.
According to the Ministry of Health, these measures are aimed at preventing repeat crimes against the sexual integrity of children and ensuring public safety.
The introduction of chemical castration for those found guilty of sexual abuse of minors was previously discussed in Kazakhstan. However, the relevant mechanism has now been formally enshrined in a regulatory act and will come into effect upon the publication of the order.
