Most interstate and intergovernmental treaties signed in the Commonwealth of Independent States (CIS) are not being implemented due to failure to undergo internal procedures. This was stated by CIS First Deputy Secretary General Igor Petrishenko at a meeting of the Council of the Interparliamentary Assembly (IPA) of the CIS member states, which is taking place in Dushanbe, TASS reports.
"By now, a solid legal framework has been established in the Commonwealth. <…> However, for it to become fully operational, a number of domestic procedures are necessary," he noted. According to the Deputy Secretary General, of the 38 international treaties signed over the past five years, only 25 have entered into force.
"A total of 555 interstate and intergovernmental treaties are in effect in the CIS. It should be noted that only about 120 treaties, or slightly more than 20%, are applicable to all signatory parties," he stated. In this regard, Petrishenko appealed to the Assembly Council for assistance in conducting domestic procedures "necessary for the implementation of concluded international treaties, as well as measures to implement those adopted by CIS bodies in terms of their implementation into national legislation." In his opinion, this will contribute to improving the well-being of Commonwealth citizens, strengthening their security, and promoting the spiritual development of the peoples of the CIS countries.
The IPA CIS Council meeting is taking place as part of the Assembly's autumn session in Dushanbe. Delegations from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan, as well as representatives of several partner organizations, are participating in the event. The Russian parliamentary delegation is led by Valentina Matviyenko, Chairperson of the Federation Council and Chairperson of the IPA CIS Council, who is participating in the Council meeting and will address the Assembly's 59th plenary session.
