Ukraine is preparing agreements with France and Greece to strengthen the country's air defense and energy sector, President Volodymyr Zelenskyy announced. According to Zelenskyy, Kyiv will receive additional air defense systems and combat aircraft.
"The necessary decisions are already in the final stages of preparation, and this agreement will be 'historic,'" the president said in an evening address on Friday, November 14.
Furthermore, the Ukrainian side is preparing an agreement with Greece to expand gas supply options to Ukraine "for the winter and in the strategic future," Volodymyr Zelenskyy emphasized.
Earlier on Thursday, the Scandinavian and Baltic countries announced they would allocate $500 million (€430 million) to purchase US weapons for Ukraine under the PURL program. NATO Secretary General Mark Rutte welcomed the decision, saying the delivery of "critically important military equipment" was especially important as winter approached.
The Prioritized Ukraine Requirements List (PURL) program has been in effect since July 2025, as agreed between NATO and US President Donald Trump. On September 17, Volodymyr Zelenskyy announced that Ukraine had already received over $2 billion under PURL and hoped to receive $3–3.5 billion by the end of the year. This funding was used, among other things, to purchase missiles for Patriot air defense systems and HIMARS multiple launch rocket systems.
