A roundtable discussion on the experience, achievements, and prospects for building a legal society in the People's Republic of China was held at the Center for Strategic Studies under the President of the Republic of Tajikistan. The event marked a significant step toward strengthening scientific and educational ties between Tajikistan and China, as well as expanding bilateral dialogue on the development of the two countries' legal systems.
A delegation from Beijing University of Political Science and Law, led by University Secretary Jiang Zeting, participated in the forum. Chinese representatives presented China's experience in legal development and discussed the country's ongoing reforms aimed at strengthening the legal system, respecting human rights, and developing rule-of-law institutions.
It was noted that developing a rule of law is a priority for Tajikistan, amid ongoing socioeconomic and institutional reforms. Participants emphasized that creating an effective, transparent, and fair legal system serves as the foundation for ensuring stability, sustainable development, and strengthening citizens' trust in state institutions.
China, as a leading global power, has significant experience in legal development, which is of practical interest to Tajikistan. The Tajik side expressed its willingness to study and adapt the positive aspects of Chinese practice, taking into account the country's national characteristics and legal traditions.
In his speech, Jiang Zeting emphasized that developing a rule of law is key to the prosperity and stability of any country. He noted that China is actively implementing reforms that take into account both international standards and the specific characteristics of its national traditions, culture, and social relations. He stated that strengthening the rule of law is directly linked to economic growth, social development, and national security.
The discussion focused on China's achievements in legal reform and its impact on the country's socioeconomic development. Participants emphasized the importance of the rule of law for effective governance, enhancing the accountability of state institutions, and ensuring the protection of citizens' rights and freedoms.
Experts from Tajikistan and China discussed key aspects of judicial reform, anti-corruption measures, the development and implementation of new legal norms, and issues of gender equality and human rights. Special attention was paid to analyzing the Chinese model of the rule of law, taking into account the country's historical, cultural, and social characteristics, as well as adapting international legal standards to the Chinese context.
Following the meeting, the parties agreed to develop new joint projects and initiatives aimed at advancing legal education, conducting research in the field of human rights and the rule of law, and further strengthening academic and scientific ties between Tajikistan and China.
As a reminder, on May 8, 2025, the Center for Strategic Studies under the President of the Republic of Tajikistan and the China University of Political Science and Law (CUPL) signed two key bilateral documents—a Memorandum of Understanding and Cooperation and an Action Plan—aimed at implementing joint initiatives in the medium term.
The signed documents provide for a wide range of areas of cooperation, including joint research projects, academic exchange, the organization of international scientific events, short-term educational programs, research internships, and the preparation of joint analytical publications. Particular attention will be paid to issues of international relations, regional and global security, comparative law, and sustainable development in the context of contemporary global challenges.
