The fifth meeting of the Tajikistan-Qatar Intergovernmental Commission on Economic, Trade, and Technical Cooperation was held in the capital of Tajikistan, chaired by Zavqi Zavqizoda, Minister of Economic Development and Trade of the Republic of Tajikistan, and Ahmed bin Muhammad Al-Sayyid, Minister of State for Foreign Trade of the State of Qatar. Representatives of relevant ministries and agencies, business circles, and investors from both countries participated in the event.
During the meeting, the parties discussed a wide range of issues related to the development of trade and economic cooperation, investment, industry, energy, agriculture, labor migration, tourism, education, and healthcare.
Minister Zavqi Zavqizoda expressed gratitude to the Qatari side for its support in implementing the strategically important project—the construction of the Roghun hydroelectric power station. He recalled that the Qatar Fund for Development allocated $50 million for this project in accordance with the agreement signed on August 24, 2025, in Dushanbe. The head of the Tajik ministry also called on the Qatari side to consider increasing the funding to $500 million to expedite the project's implementation.
According to meeting participants, the construction projects of the Rogun hydroelectric power station, the Diyori Dushanbe residential complex, and the Dushanbe Cathedral Mosque, whose total cost is $255 million, are clear examples of successful investment cooperation between the two countries.
It was noted that the Dushanbe Cathedral Mosque, built with $100 million in financial support from Qatar, was ceremoniously opened on June 8, 2023, with the participation of the President of the Republic of Tajikistan Emomali Rahmon and the Emir of the State of Qatar, and today stands as a symbol of friendship and partnership between the peoples of the two countries.
The first phase of the "Diyar Dushanbe" project was completed by Diyar Qatar at a cost of $65 million. The second phase, costing $40 million, has now begun, and subsequent phases will require an investment of $95 million.
During the meeting, the parties also announced plans to implement 14 priority investment projects, including the continued construction of the Rogun Hydroelectric Power Station, the construction of an international passenger and cargo airport in the Dangara district, the creation of a joint aviation company, and the purchase of aircraft. In addition, three priority charitable projects were approved, including the construction of the Republican Scientific Oncology Center and an Emergency Medical Care Facility in Dushanbe, as stipulated by the Memorandum of Cooperation in Charitable and Humanitarian Activities.
Meeting participants praised the opening of direct flights between Dushanbe and Doha, as well as the introduction of a visa-free regime between Tajikistan and Qatar. Proposals discussed included increasing the number of Qatar Airways flights and expanding tourism cooperation.
As noted, approximately 200 Tajik citizens are currently working in the State of Qatar, and negotiations are underway to gradually increase this number to 4,000 people.
The Qatari side expressed its readiness to continue implementing all projects under consideration and strengthen economic partnership with Tajikistan.
Following the meeting of the Intergovernmental Commission, the parties signed the Protocol of the meeting, as well as the Protocol on Amendments and Supplements to the Agreement between the Government of the Republic of Tajikistan and the Government of the State of Qatar on the Promotion and Mutual Protection of Investments dated August 25, 2011.
It should be noted that the delegation of the State of Qatar, headed by the Minister of State for Foreign Trade Ahmed bin Mohammed Al Sayyid, which included representatives of ministries, departments and leading entrepreneurs of Qatar, was in the Republic of Tajikistan from October 13.
During the visit, the Qatari delegation participated in the Dushanbe-Invest-2025 International Investment Forum and praised the organization and results of the event, noting Tajikistan's growing investment potential.
