The Minister of Energy and Water Resources of the Republic of Tajikistan, Daler Juma, expressed dissatisfaction with the activities of the open joint-stock company "Distribution Electric Networks" based on the results of the first half of 2025. This was reported by the press service of the ministry.
As emphasized in the official statement, at a meeting held on July 14 to summarize the work of JSC Distribution Electric Networks, the head of the Ministry of Energy gave a number of specific instructions to responsible persons to eliminate the shortcomings and improve the efficiency of the company.
“Instructions were given to reduce electricity losses, eliminate cases of falsification, increase employee responsibility, improve the quality of customer service, and also to carry out measures in preparation for the autumn-winter period of 2025-2026,” the press service said in a statement.
Despite the measures taken, the level of electricity losses in the country remains high. According to energy companies, about 25% of all generated electricity is lost during transmission and distribution. According to official statistics, technical losses at generation facilities (hydroelectric power plants and thermal power plants) in 2024 amounted to 0.42% of the total volume, at high-voltage lines and substations – 3.31%. However, the greatest concern is caused by commercial losses associated with theft and unauthorized consumption.
In 2024, JSC "Distribution Electric Networks" recorded a level of commercial losses at 21.6%. Meanwhile, according to independent experts, the actual level of losses may exceed 40%.
Daler Juma once again emphasized the importance of a systematic approach to solving problems in distribution networks and the need to implement modern digital systems for metering and monitoring energy consumption.
According to the Ministry, the structure of JSC "Distribution Electric Networks" includes seven branches in the cities of Dushanbe, Khujand, Guliston, Istaravshan, Bokhtar, Kulyab, as well as in the Rasht group of districts. The main tasks of the company are to ensure reliable and high-quality energy supply, maintenance and modernization of networks, timely collection of funds for consumed energy and connection of new consumers.
Earlier, the President of the Republic of Tajikistan Emomali Rahmon repeatedly emphasized the problem of high energy losses and the need to increase transparency in the energy sector.
