US President Donald Trump has ordered the creation of a special fund to support Ukraine, dubbed the "Ukraine Victory Fund" in British media, The Telegraph reports.
According to the publication, US Treasury Secretary Scott Bessent has been instructed to present a corresponding plan to European countries ahead of Ukrainian President Volodymyr Zelenskyy's visit to Washington, scheduled for October 17. There has been no official confirmation of this move from the US administration yet.
The fund will be financed by US tariffs against China. The proceeds are expected to be used to purchase weapons for the Ukrainian Armed Forces. Meanwhile, as a means of pressuring Beijing, the possibility of imposing 500% tariffs on Chinese imports is being considered if it does not cease purchasing Russian oil.
US Treasury Secretary Scott Bessent noted that European allies should be prepared to follow the US lead. "We will support either option: a 'Russian oil tariff' for China or a 'Ukrainian victory tariff' for China," he said at a meeting with reporters in Washington.
Donald Trump also emphasized that India will soon stop purchasing Russian hydrocarbons, which, according to him, Russian President Vladimir Putin is using to finance the war against Ukraine. According to Trump, Indian Prime Minister Narendra Modi confirmed this policy. "Now we need to get the same from China," the US President added.
The US previously imposed an additional 25% tariff on India's purchases of Russian oil, which was part of a push to pressure buyers of Russian energy resources.
