The thirteenth meeting of the Senior Executive Officials of the Collective Security Treaty Organization (CSTO), the Commonwealth of Independent States (CIS), and the Shanghai Cooperation Organization (SCO) was held in Beijing on September 3, 2025. CSTO Secretary General Imangali Tasmagambetov, CIS Secretary General Sergey Lebedev, and SCO Secretary General Nurlan Yermekbayev participated in the meeting, according to the press service of the CIS Executive Committee.
The parties discussed current issues related to the international situation, developing cooperation in regional security, and countering new challenges and threats. They emphasized their commitment to creating a new Eurasian security architecture and expanding economic cooperation and cultural ties.
The SCO Secretary-General briefed his interlocutors on the results of the meeting of the SCO Heads of State Council held on September 1, 2025, in Tianjin, China. In accordance with the instructions of the member state leaders, N. Yermekbaev presented S. Lebedev with a letter addressed to the Chairman of the CIS Heads of State Council, President of the Republic of Tajikistan Emomali Rahmon, regarding the SCO's application for observer status in the Commonwealth.
Following the meeting, a Roadmap for Developing Cooperation and a Joint Statement by the Secretaries-General on the 80th Anniversary of the End of World War II and the Founding of the United Nations were signed. The document emphasizes that "crimes against humanity have no statute of limitations," and that preserving the historical truth about the war is essential to preventing the recurrence of such tragedies.
The Secretaries-General strongly condemned any attempts to distort the significance of the Great Victory and rehabilitate Nazi ideas, and reaffirmed their readiness to develop cooperation with the UN and its specialized agencies. The statement noted that "our shared responsibility to the past and the future is to save future generations from the scourge of war and to do everything possible to prevent the recurrence of such terrible tragedies."
The Secretaries General of the SCO, CSTO, and CIS approved a Roadmap for the development of cooperation.
On September 3, consultations were held in Beijing between the top leaders of the executive bodies of the Shanghai Cooperation Organization (SCO), the Collective Security Treaty Organization (CSTO), and the Commonwealth of Independent States (CIS).
As reported to NIAT Khovar by the SCO Secretariat in Beijing, the delegations of the parties were headed by SCO Secretary-General Nurlan Yermekbayev, CSTO Secretary-General Imangali Tasmagambetov, and CIS Secretary-General Sergei Lebedev.
The current status and prospects of trilateral cooperation were discussed in depth, and views were exchanged on current issues on the international and regional agendas. It was noted that the three organizations share common goals: strengthening peace, stability, and security in the regions where they operate, and developing mutually beneficial practical cooperation.
