The Russian State Duma is preparing to nearly double the list of grounds for deporting foreign citizens from the country. The Duma Council will begin considering the corresponding bill on Monday. Vyacheslav Volodin, speaker of the lower house of parliament, announced this on his Telegram channel.
Currently, administrative deportation as a penalty for migrants is provided for in 22 articles of the Code of Administrative Offenses, including for illegal drug trafficking, violation of migration regulations, and the promotion of pedophilia.
According to the new bill, the list of such grounds is proposed to be expanded to 43 articles.
Additional grounds for deportation may include disturbing public order, disobeying police or Rosgvardia orders, and interfering with infrastructure and transportation.
The list also includes the distribution of materials on the internet that are considered offensive to public morality, as well as public actions considered to discredit the Russian army or calls for the introduction of sanctions against Russia.
Thus, a foreign citizen can be expelled from the country, including for statements made on social networks.
In addition to expanding the grounds for deportation, the bill provides for increased fines for a number of offenses.
According to the Russian Ministry of Internal Affairs, 72,000 foreign citizens were deported from the country in 2025. This figure is expected to increase significantly if the new law is adopted.
Vyacheslav Volodin also noted that since 2024, the State Duma has adopted 22 laws in the area of migration policy, 18 of which were initiated by deputies.
