The second meeting of the Coordination Council of the CIS Member States in the Sphere of Forensic Activities took place on December 4, 2025, via videoconference, the press service of the CIS Executive Committee reported.


Representatives from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan and the CIS Executive Committee took part in the meeting.
CIS Deputy Secretary-General Nurlan Seitimov addressed the meeting participants with a welcoming address. In his address, he reiterated that this year has been marked by the Republic of Tajikistan's engaged, responsible, and meaningful chairmanship of the Commonwealth. The highlight of the year was the meeting of the CIS Heads of State Council held in Dushanbe on October 10.
"A wide range of decisions adopted following the meeting concerned cooperation between competent state and CIS agencies on key aspects of combating crime. This is understandable given the growing multifaceted challenges, threats, and criminal risks facing Commonwealth states," emphasized Nurlan Seitimov.
He expressed gratitude to the Ministry of Justice of the Russian Federation for the development, active and proactive participation in the preparation and signing of the First Optional Protocol to the Convention on the Transfer of Sentenced Persons to Further Serving Their Sentence.
"The Statement of the Heads of State on Cooperation in Combating Transnational Crime, adopted in Dushanbe, expresses a commitment to strengthening mutual understanding, cooperation, and trust in this area. It emphasizes the importance of ensuring the protection of individuals, society, and the state from unlawful attacks. The need for joint work within the CIS sectoral cooperation bodies is emphasized," the CIS Deputy Secretary-General recalled.
He noted that, in this context, forensic work is considered an important element in combating crime. Further efforts to protect the rights and freedoms of citizens and the interests of Commonwealth states can only be achieved through objective, scientifically sound examinations and expert research.
"Your Coordinating Council, which organizes the development of active cooperation between forensic agencies in the Commonwealth countries, should be a key element in this effort. Today, more than ever, it is crucial to improve the legal framework for forensic activities and take measures to harmonize and harmonize national legislation based on the adopted Model Law on Forensic Expertise," emphasized Nurlan Seitimov.
He also noted the need to expand the practical component of interaction between competent authorities, exchange information and work experience, and improve the quality of professional training. Addressing these issues could become one of the areas of work for the working group being established by the Council.
"An important area for the development of forensic science in the Commonwealth countries is expanding the boundaries of cooperation and inviting other states and international organizations to partner. It appears that the 'CIS Plus' format established by our heads of state will also be in demand within the framework of your Council," the CIS Deputy Secretary-General concluded.
During the meeting, the Council members discussed priority areas of cooperation in the field of forensic activities and the progress of implementing the activities of the Interstate Program of Joint Measures to Combat Crime for 2024–2028 according to their competence, approved the Regulation on the Secretariat of the Coordinating Council of the CIS Member States in the Field of Forensic Activities, considered the issue of creating a basic organization for the retraining and advanced training of personnel, and decided to establish a working group of the Council to consider current areas (issues) of forensic activities.
The meeting participants also learned about the development of innovations and the introduction of new areas of forensic research from the Ministry of Justice of the Republic of Kazakhstan and established the emblem of the Coordination Council.
