The Government of the Republic of Tajikistan has approved a draft Agreement with the Government of the Republic of Uzbekistan on the main principles of cooperation in the field of electric power. The document provides for the supply of electricity produced by the Rogun hydroelectric power station to neighboring Uzbekistan. This was reported on the legal information portal of the Ministry of Justice of Tajikistan.
According to the project, the volume and terms of deliveries will be determined by a separate agreement between Rogunskaya HPP OJSC and Uzenergosotish JSC. The established price for electricity is 3.4 US cents per 1 kWh (including VAT at a zero rate) and is subject to annual indexation of one percent, starting from the second year of the agreement.
Energy will be supplied according to a schedule agreed upon between the system operators of the two countries, primarily during hours of planned capacity deficit in the energy system of Uzbekistan. The supply is carried out via interstate power transmission lines under DAP (Incoterms 2010) conditions.
During the construction of the Rogun HPP, supplies will be made during the growing season – from April 1 to September 30. After the plant reaches its full design capacity, electricity will be supplied monthly throughout the year.
Deliveries of Rogun energy will be carried out in parallel with the volumes already supplied by Barqi Tojik OJSC, which will become a new stage in deepening the energy partnership between the two countries.
The agreement provides for the resolution of possible disagreements through consultations and negotiations, as well as the possibility of making changes by mutual agreement of the parties. The document is concluded for a period of 20 years with automatic extension for subsequent ten-year periods, unless the parties declare termination six months before the expiration of the term.
Let us recall that Tajikistan has been supplying electricity to Uzbekistan since 2018 during the growing season. The new agreement will expand the existing cooperation within the framework of the common energy system of Central Asia.
