The regular meeting of the Council of Heads of Government of the Member States of the Commonwealth of Independent States (CIS) was held in Dushanbe. The event was chaired by the Prime Minister of the Republic of Tajikistan Kokhir Rasulzoda. The meeting was attended by the Prime Minister of Azerbaijan Ali Asadov, Deputy Prime Minister of Armenia Mher Grigoryan, Prime Minister of Belarus Alexander Turchin, Prime Minister of Kazakhstan Olzhas Bektenov, Head of the Cabinet of Ministers of Kyrgyzstan Adylbek Kasymaliev, Prime Minister of Russia Mikhail Mishustin, Deputy Head of the Government of Turkmenistan Khodjamyrat Geldimyradov, Prime Minister of Uzbekistan Abdulla Aripov and CIS Secretary General Sergei Lebedev.
During the meeting, which was held in narrow and wide formats, the heads of government exchanged views on economic cooperation and approved a number of key documents aimed at developing cooperation in various areas. The participants approved the Agreement on Cooperation in Heavy Engineering. It provides for the exchange of technological solutions, training of qualified personnel, development of cooperation between enterprises of the CIS countries, modernization of production processes and stimulation of export of high-tech products.
The Concept for the Development of Light Industry, focused on the efficient processing of raw materials, development of production, modernization of equipment and unification of quality standards, has also been approved. Within the framework of this concept, it is proposed to create competence centers and strengthen interstate ties.
Particular attention was paid to transport safety issues. A new draft Concept for the Harmonization of National Air Traffic Management Systems was presented and adopted. The document will replace the previous one, adopted more than 20 years ago, and is aimed at improving flight safety, unifying aviation standards and efficient use of airspace.
The Council also approved a new Concept of Cooperation in Healthcare. It specifies modern approaches to healthcare, including the development of telemedicine, digitalization of medical services, international cooperation, and joint scientific research in medicine and pharmaceuticals.
During the meeting, the Regulation on holding the annual CIS Volunteer Forum was signed, which will be organized in the Commonwealth countries in turn, in alphabetical order. In addition, a number of documents in the field of security were approved, including provisions on the joint communications system of the armed forces and the system for assessing the radiation, chemical and biological situation.
The Council members decided to introduce a new distinction – “For the Development of Tourism in the CIS”. It will be awarded to representatives of the tourism industry, scientific and educational institutions, as well as international organizations that promote the development of tourism in the region.
Other decisions include amendments to the 1994 Agreement on the Investigation of Industrial Accidents and an update to the action plan for the implementation of the Concept of Interregional and Cross-Border Cooperation until 2030.
Following the meeting, personnel appointments were approved. Konstantin Laikam (Russia) was reappointed Chairman of the CIS Interstate Statistical Committee, and Major General of National Security Sabyrzhan Ungarbayev (Kazakhstan) was approved as First Deputy Head of the CIS Anti-Terrorism Center.
The next meeting of the Council of Heads of Government of the Commonwealth of Independent States will be held on September 30, 2025 in Minsk.
