The Eurasian Development Bank (EDB) and the State Unitary Enterprise "Smart City" under the Dushanbe City Executive Authority have launched a joint project to develop a digital platform for an electronic city map, the EDB press center reported.
The project, supported by the EDB Digital Initiatives Fund, aims to create a unified digital environment for managing urban infrastructure. The platform will allow Dushanbe's executive authorities to access up-to-date, systematized data on key processes in the city. This includes statistics collection, municipal property management, utility services, tax reporting, and other aspects of the city's system.
The bank noted that the implementation of the digital platform will be an important step in Dushanbe's digital transformation. The project is expected to improve the efficiency of management decision-making, ensure the transparency of city processes, and improve the quality of life for residents through more accurate planning and monitoring.
As part of the initiative's implementation in Tajikistan, the successful experience of using digital mapping technologies and automation of management processes accumulated in other EDB shareholder countries will be scaled up. According to the developers, this approach will accelerate digital transformation in the country and, ultimately, build end-to-end digital connections for cross-border processes.
The project financing agreement was signed on September 24, 2025, and the first tranche for its implementation was provided on September 30.
The Eurasian Development Bank is a multilateral financial institution operating in the Eurasian region. Over more than 19 years of operation, the bank has implemented 319 projects with a total investment volume of $19.1 billion. The bulk of its portfolio consists of projects with integration effects in transport infrastructure, digital systems, green energy, agriculture, industry, and mechanical engineering.
Within the framework of the Strategy for 2022–2026, the EDB is implementing three mega-projects: the Central Asian Water and Energy Complex, the Eurasian Transport Framework, and the Eurasian Commodity Distribution Network.
