Kyrgyzstan has filed a lawsuit against the Russian Federation with the Court of the Eurasian Economic Union (EAEU) for violating agreements on social security for migrant workers. This was announced on January 27 at a meeting of the parliamentary committee on social issues. This information was reported by the Economist.kg and 24.kg.
The reason for the appeal to the court was the refusal of Russian authorities to issue compulsory medical insurance (CMI) policies to family members of Kyrgyz citizens working in Russia.
According to Azamat Mukanov, Chairman of the Compulsory Medical Insurance Fund of the Kyrgyz Republic, an agreement regulating labor migration is in effect between the five EAEU member states and provides migrants with social security benefits equal to those of Russian citizens, including medical insurance. He stated that these provisions were violated by the Russian side.
It is noted that the Federal Law of the Russian Federation "On Compulsory Medical Insurance" grants the right to receive compulsory medical insurance coverage to working citizens of EAEU countries. However, their family members are not specifically mentioned in the document. As a result, they are denied compulsory medical insurance coverage without a temporary residence permit or permanent residence permit.
In November 2023, Kyrgyz Deputy Prime Minister Edil Baisalov appealed to Russian authorities to ensure the provision of compulsory medical insurance policies to family members of Kyrgyz migrant workers.
In November 2025, Chairman of the State Duma of the Russian Federation Vyacheslav Volodin stated that in order to obtain medical insurance, foreign citizens in Russia must "confirm their right to it through honest and legal work."
The Court of the Eurasian Economic Union, located in Minsk and consisting of judges from each member state, is designed to ensure uniform interpretation and application of the EAEU treaties.
