Foreign citizens who have not legalized their stay in Russia will be added to the register of controlled individuals starting September 11 and will face a number of restrictions until they are deported from the country, according to Irina Volk, official spokesperson for the Russian Ministry of Internal Affairs.
"For those foreign citizens who have lost their legal right to reside in our country and have not regulated their legal status, all legally provided measures to restrict certain rights, including future entry, will be applied from September 11 until their deportation," she said.
According to Volk, the deadline for legalizing the stay of illegal migrants and stateless persons expired on September 9. Violators will now be added to the register of controlled individuals.
According to the current procedure, foreigners on the register will not be able to change their place of residence or stay without permission from the internal affairs authorities, travel outside their region of residence, drive vehicles, acquire property, or register real estate with the cadastral register. They are also prohibited from opening bank accounts or conducting other transactions with credit institutions.
Supervised persons are required to promptly appear before internal affairs agencies upon the orders of officials and comply with the prohibitions and restrictions established by law.
Volk reminded that citizens and companies that assist in the illegal stay of foreign citizens will also be held accountable.
In case of repeated (two or more) violations of the established rules, migrants may be deported or placed in special institutions of the Ministry of Internal Affairs until expulsion.
Since February 5, 2025, a new migration regime has been in effect in Russia, providing for the deportation of illegally residing foreigners and the introduction of a range of restrictive measures against violators.
