New fees for state registration, migration records, and permit processing for foreign citizens took effect in Russia on September 1. This was announced by government agencies responsible for migration policy.
According to the new rules:

Registration at the place of residence now costs 500 rubles (previously it was free);

extension of temporary stay – 1000 rubles;

extension of a work permit or renewal of a patent – 4,200 rubles;

issuing duplicate permits or making changes – 2100 rubles;

Registration at the place of residence will cost 1,000 rubles instead of the previous 420 rubles.
Simultaneously, a digital migrant registration experiment using the "Amina" mobile app has launched in Moscow and the Moscow region. According to the Multifunctional Migration Center (MMC), the app will be mandatory for citizens of Uzbekistan, Tajikistan, Kyrgyzstan, Armenia, Kazakhstan, Georgia, Azerbaijan, Moldova, and Ukraine arriving in the region for work.
The program will allow foreigners to register at the MMC address and remotely notify internal affairs agencies of their place of residence and any changes thereto. Authorization in the application will be performed using a foreign citizen card, which must be obtained at the MMC, or using passport information if it is lost.
Furthermore, Amina will transmit user geolocation information to the Russian Ministry of Internal Affairs. If the data is missing for more than three business days, the migrant will be removed from the register. Violating the monitoring conditions may result in the inclusion of information about the foreign citizen in the Register of Monitored Persons.
The MMC emphasized that the new procedure is aimed at simplifying the migration registration procedure for bona fide foreigners and strengthening oversight of compliance with migration legislation.
