President of the Republic of Tajikistan Emomali Rahmon participated and delivered a speech at the Third United Nations Conference on Landlocked Developing Countries, which took place on August 5 in Awaza, Turkmenistan.
Addressing the participants of the international forum, Emomali Rahmon expressed gratitude to the leadership of Turkmenistan and the United Nations for the high level of organization of the event and the warm welcome extended to the Tajik delegation.
The Head of State emphasized the particular significance of the conference in light of the comprehensive analysis of the implementation of the Vienna Programme of Action for 2014–2024 , noting that this meeting serves as a key platform for summing up the results and identifying further priorities in the context of the sustainable development of landlocked countries.
"This event will allow us to comprehensively assess the results achieved and identify priority areas for mobilizing joint efforts to overcome existing obstacles," Emomali Rahmon said.
The President of Tajikistan emphasized the need to create effective international mechanisms aimed at ensuring sustainable growth and eliminating barriers to transit, energy, and infrastructure. He noted that geographic isolation, transit barriers, and lack of access to seaports significantly hinder the economic development of these countries.
Emomali Rahmon placed particular emphasis on the need to develop infrastructure, digitalize the economy, and align trade and customs procedures with World Trade Organization (WTO) and international standards. These measures, he said, will enhance the competitiveness of developing countries and integrate them into global economic processes.
The head of state also emphasized the strategic importance of developing Tajikistan's hydropower sector , noting that the country has significant potential in this area. In this regard, he recalled the implementation of the National Strategy for the Development of a "Green Economy" through 2037 , which envisions a complete transition to renewable energy generation.
"Energy independence and sustainable development are key priorities for Tajikistan, and we are confidently moving in this direction," the President noted.
In his speech, Emomali Rahmon also touched on global challenges such as climate change and environmental and economic crises, which are particularly acute for landlocked countries. He reiterated Tajikistan's contribution to the global water agenda and climate diplomacy, noting that the country has been advancing initiatives in this area internationally for two decades .
The President recalled the International Conference on Glacier Protection , held in Dushanbe in 2025 with UN support, and expressed confidence that its results will advance the global agenda on climate, sustainable development, and water resources.
He specifically highlighted the initiative of Tajikistan and France, which resulted in the UN adopting a resolution declaring 2025–2034 the "Decade of Action for Cryospheric Sciences." According to Emomali Rahmon, this document will be an important step toward strengthening international efforts to protect the cryosphere, particularly glaciers, which are key sources of freshwater.
The President expressed support for international efforts to increase funding for climate change and disaster mitigation, noting that the resilience of landlocked countries depends on timely and coordinated action by the global community.
In conclusion, Emomali Rahmon stated that joint work within the framework of the conference and other international platforms will contribute to the achievement of the Sustainable Development Goals , as well as the creation of new opportunities for economic and social progress in landlocked developing countries.
"A creative approach and unity among states will pave the way for the elimination of existing barriers and will take our countries to a new level of development," he concluded.
