Kazakh President Kassym-Jomart Tokayev signed a decree "On measures to introduce artificial intelligence into the secondary education system of the Republic of Kazakhstan." This was announced by Akorda on May 12.
As noted in the document, the main goal of the decree is to ensure the country's sustainable development in the context of the accelerated development of artificial intelligence, as well as to create a modern, innovative education system as a key element of human capital.
According to the decree, the government of Kazakhstan must approve a comprehensive action plan for the widespread implementation of artificial intelligence technologies in the secondary education system by July 1, 2026. The plan will run for 2026–2029.
The document provides for the creation of mechanisms for personalized learning, the development of digital infrastructure, the training of teaching staff, and the protection of students' personal data.
In addition, by August 1, 2026, the country plans to implement a pilot project to provide technical equipment to schools, including stable high-speed internet.
By September 1, 2026, authorities intend to approve standards for the use of artificial intelligence in the secondary education system.
By this deadline, a separate action plan must also be adopted, aimed at the continuous professional development of teachers and the use of artificial intelligence technologies in the educational process as an additional tool without replacing the professional activities of teachers.
The decree also states that recommendations from Lee Kai-Fu, a member of the Council for the Development of Artificial Intelligence, will be used in practical work.
The Government of Kazakhstan has been instructed to submit specific proposals for the implementation of a pilot project in secondary education by June 1, 2026, with subsequent scaling.
As emphasized in the report, these measures are aimed at reducing the gap in the quality of education between urban and rural schools.
