The European Union has transferred a €4 billion loan tranche to Ukraine. Ukrainian Prime Minister Yulia Svyrydenko announced this on Wednesday.
According to her, the funds were allocated using revenue from the Central Bank of Russia's frozen assets in the EU. "This is an important signal of support from Europe for strengthening the country's defense capability," Sviridenko stated on her Telegram channel, thanking European Commission President Ursula von der Leyen and European Commissioner for Economic Affairs Valdis Dombrovskis for their assistance.
As the Ukrainian Ministry of Finance explained, the loan could be used for social spending, infrastructure restoration, and military needs. Finance Minister Serhiy Marchenko noted that the further use of revenues from Russian assets remains a key topic in Kyiv's negotiations with its European partners.
Moscow has repeatedly stated that the transfer of income from frozen Russian assets to Ukraine is considered an “illegal seizure” and “theft.”
Since the outbreak of armed conflict in February 2022, the European Union has remained Ukraine's largest donor, providing tens of billions of euros in direct budgetary and financial support. According to Kyiv, over 40% of the state budget comes from foreign aid.
