Migrants convicted by Russian courts should have the opportunity to be returned to their home countries to continue serving their sentences, according to Tatyana Moskalkova, the Human Rights Commissioner of the Russian Federation.
She noted that this issue needs to be discussed by ombudsmen, diplomats, and legal professionals, and that previously reached agreements need to be optimized. She stated that this is necessary to expand the right of repatriation for convicted foreign citizens serving sentences in Russia.
"I often receive requests from women from Tajikistan, Uzbekistan, and Kyrgyzstan asking for help in transferring their relatives to their home countries to continue serving their sentences, closer to their family and friends," Moskalkova said.
According to her, the resolution of such issues is delayed due to the long time it takes to review the relevant applications, as well as due to the discrepancy between national regulations and international agreements.
Furthermore, the Commissioner noted, the situation is complicated by difficulties with document translation, insufficient or complete ignorance of Russian on the part of prisoners, and difficulties with delivering parcels from home. Taken together, these factors, she said, significantly worsen the situation for prisoners.
