On January 10, 2025, a meeting of the city's activists was held in Hisor, with the participation of Deputy Prime Minister Dilrabo Mansouri. The meeting summarized the socioeconomic development of Hisor in 2025 and identified objectives for the first half of 2026. This was reported by the city's press service.
The meeting was opened by the head of the city of Gissar, member of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan Nosirzoda Jabbor.
The event was attended by deputy mayors, the head of the administration, heads of departments and divisions of the mayor's office, heads of law enforcement agencies, chairmen of urban and rural jamoats, heads of agricultural enterprises and structural divisions of government agencies, activists and representatives of the public, responsible employees of the education, healthcare and banking sectors, religious figures, media representatives and other interested parties.
Deputy Mayor Nuralizoda Khayriddin presented a report on the city's socio-economic development results in 2025.



Regional production volume for the first twelve months of last year totaled 6 billion 679.9 million somoni, representing 134% of the 2024 level, an increase of 1 billion 637.6 million somoni. Growth rates in industrial processing amounted to 105.5%, agriculture – 105.9%, trade turnover – 152.1%, public services – 108%, and investment and construction – 175%.
The 2025 budget revenue target was set at 379,440,744 somoni. Actual revenues amounted to 398,813,000 somoni, representing 104.9% of the target and 18.6 million somoni more than planned. The city's local budget revenue for the reporting period amounted to 287.5 million somoni, or 102.9% of the target.
During the meeting, reports were heard from the First Deputy Mayor and Deputy Mayors, as well as heads of industry departments, on the activities, achievements, and challenges in the economic, industrial, construction, agricultural, and socio-ideological spheres over the past year. Tasks were also set to ensure the fulfillment of the instructions of the President of the Republic of Tajikistan, reflected in the Address to the Majlisi Oli, the implementation of government resolutions, the Socioeconomic Development Program for the City of Hisor for 2021–2026, the city's Master Plan, the action plan dedicated to the 35th anniversary of Tajikistan's state independence, the high-quality execution of the budget revenue in 2026, an increase in industrial and agricultural production, the creation of new jobs, the provision of food and abundance in the consumer market, the creation of favorable living conditions, the development of human potential, the strengthening of law and order, and the effective work of the departments of the Mayor's Office and the jamoat apparatus.



In her speech, Deputy Prime Minister Dilrabo Mansuri assessed the results of the socio-economic development of the city of Gissar in 2025 as satisfactory and, on behalf of the Government of the Republic of Tajikistan, expressed gratitude to entrepreneurs, activists, and residents of the city.
The meeting also issued instructions on strengthening outreach and propaganda efforts among young people to prevent involvement in terrorist and extremist groups, fostering patriotism and self-awareness, reducing crime rates, preventing the imitation of foreign cultures, and expanding improvement and development work dedicated to the 35th anniversary of Tajikistan's state independence. The meeting also included instructions on compliance with the national laws "On the Regulation of Holidays and Celebrations in the Republic of Tajikistan," "On Responsibility for the Upbringing of Children," and other regulatory acts.
At the conclusion of the meeting, the Deputy Prime Minister and the Mayor ceremoniously presented certificates to a number of leading figures in science and industry, civil society activists, and successful athletes who have defended the country's sporting honor at international competitions.
