US President Donald Trump has unveiled a plan to end the conflict in the Gaza Strip, proposing the creation of a temporary technocratic government and an international oversight body under its leadership, as well as an exchange of hostages and prisoners, Interfax reports.
A press release issued by the White House press pool on Monday stated that "if both sides agree to the proposed terms, the war will end immediately." Trump noted that Israeli Prime Minister Benjamin Netanyahu supports the plan.
The proposal calls for a phased withdrawal of Israeli troops to an agreed-upon line and a cessation of all military operations, which will pave the way for the release of the hostages. Within 72 hours of the plan's implementation, all living hostages and the bodies of the dead must be returned.
The plan also calls for Israel to release 250 people sentenced to life imprisonment, as well as 1,700 Gazans detained after October 7, 2023, including all women and children. Following the return of all hostages, Hamas members who agreed to peaceful coexistence and surrender their weapons will be granted amnesty. Those wishing to leave Gaza will be provided safe passage to other countries.
Furthermore, the immediate delivery of humanitarian aid is envisaged, including the restoration of infrastructure (water, electricity, sewerage), hospitals, rubble clearing, and the opening of roads. The delivery and distribution of aid will be carried out through the UN, the Red Crescent, and other international organizations, without the intervention of the parties to the conflict. The opening of the Rafah border crossing in both directions will also take place under international supervision.
According to the proposed plan, the Gaza Strip will be governed by a temporary, technocratic, apolitical transitional government responsible for the day-to-day functioning of state and municipal services. A new transitional body, the "Peace Council," will be created to oversee the government's work, chaired by Trump. The council will also include former British Prime Minister Tony Blair and other politicians, whose appointments will be finalized later.
After infrastructure is restored, jobs are created, and investment is attracted, a special economic zone with preferential tariffs will be established in Gaza. Hamas must completely withdraw from its role in governing Gaza, and all military and terrorist infrastructure, including tunnels and weapons production facilities, will be dismantled and subject to final dismantling under independent monitoring.
