On the morning of November 17, Chinese President Xi Jinping delivered a keynote speech at the opening ceremony of the 2026 World Conference on Artificial Intelligence and the High-Level Conference on Global Governance of Artificial Intelligence held at the Shanghai Global Living Room.
Xi Jinping noted that the joint efforts of the parties marked the official launch of the World Organization for Artificial Intelligence Cooperation in Shanghai. China took this significant step in response to calls from countries in the Global South for consolidated global efforts in the development and governance of AI, which will undoubtedly become a significant milestone in the history of its development.
Xi Jinping announced that in support of the global development of AI and the enhancement of its governance capacity, China will provide 5,000 quotas for developing countries to participate in AI-related courses over the next five years, establish international cooperation centers for AI implementation with partners from ASEAN, LAS, the African Union, CELAC, the SCO, and BRICS, and promote the application of the intelligent meteorological early warning system (IMEWS) in 30 countries, so as to maintain peace of mind in every home and in every corner of the globe.
