The Kyrgyz authorities have adopted two key regulations that significantly change the rules in the Internet sphere. According to the new documents, from August 15, 2025, the country will introduce a temporary state monopoly on international Internet traffic, and also establish a legislative ban on access to sites with elements of pornographic content.
According to the decree of the President "On urgent measures to organize effective management of state-owned companies and develop digital and telecommunications infrastructure", in the period from August 15, 2025 to August 14, 2026, the state-owned company "ElCat" becomes the exclusive operator of international Internet traffic and transit through the territory of the republic. All current contracts of private telecom operators must be transferred to this company within two months.
The document also provides for the transfer of 100% of the share in the authorized capital of the company "Aknet" to the ownership of "ElKat". The government is instructed to take the necessary measures to implement these provisions.
At the same time, the law "On the prohibition of access to sites containing content with elements of a pornographic nature in the Internet space" came into force. The new normative act is aimed at protecting the moral and ethical values of society, as well as the spiritual and mental health of citizens.
Both legislative steps are expected to have a significant impact on Kyrgyzstan’s digital sphere and will become part of a broader state policy to control the information space.
