Russian President Vladimir Putin signed a law tightening mandatory medical examination regulations for foreign citizens and migrant workers. The document was published on the official legal information portal, as reported by RBC.
According to the new regulations, foreign citizens will be required to undergo a mandatory medical examination within one month of entering the country. Previously, this procedure required 90 days.
The medical examination includes testing for dangerous infectious diseases and HIV infection, as well as testing for drug use.
The law also introduces mandatory annual medical re-examination for labor migrants and foreign citizens who plan to stay in Russia for more than 90 days.
Test results will be entered into a state information system. If narcotic substances, dangerous infectious diseases, or HIV infection are detected, the relevant information will be automatically transmitted to the Russian Ministry of Internal Affairs and Rospotrebnadzor.
According to the document, the costs of undergoing medical examination will be borne by the migrants themselves or their employers.
Furthermore, only state-authorized organizations will be able to conduct such examinations. The list of appropriate institutions will be determined in accordance with established procedures.
The law will come into force on September 1, 2026.
