The idea for the forum came from the Zhogorku Kenesh of Kyrgyzstan. Since 2013, the event has been held on the shores of Lake Issyk-Kul. The project's geographic scope has since expanded, with Russia, Uzbekistan, and Belarus hosting the forum.
