The Human Rights Commissioner of the Republic of Tajikistan, Umed Bobozoda, sent an official appeal to his Russian counterparts—the Human Rights Commissioner of the Russian Federation, Tatyana Moskalkova, and the Presidential Commissioner for Children's Rights, Maria Lvova-Belova—calling for a thorough and fair investigation into the murder of a 10-year-old Tajik schoolboy in the Moscow region.
The appeal notes that the attack on Kobiljon Aliyev, a fourth-grade student at Uspenskaya Secondary School in the village of Gorki-2 in the Odintsovo Urban District, occurred on December 16, 2025, and was the result of an expression of ethnic hatred. The child died at the scene.
The Ombudsman expressed grave concern over the incident and emphasized the need to hold all those responsible accountable in accordance with the law. "This horrific incident has caused immense pain to the child's family and has sparked deep concern in society," the statement read.
The document also emphasizes that protecting the lives, safety, and rights of children must be the primary concern of every state and educational institution. No administrative shortcomings or negligence can justify violence or neglect against children.
Umed Bobozoda called on his Russian colleagues to ensure a transparent, thorough, and fair investigation of the incident, take effective measures to prevent similar tragedies in the future, strengthen oversight in educational institutions, and guarantee the psychological and physical safety of children.
