On October 8–9, 2025, the 23rd meeting of the Intergovernmental Council on the Forestry Complex and Forestry was held in Dushanbe (Republic of Tajikistan), the press service of the CIS Executive Committee reported.
The meeting was attended by council members and plenipotentiary representatives from Armenia, Belarus, Kazakhstan, Russia, Kyrgyzstan, and Tajikistan, representatives of relevant ministries and departments of the CIS member states, the CIS Executive Committee, and the Belarusian State Technological University, the basic organization of the Commonwealth of Independent States member states for education in the field of forestry and the forest industry.
Mikhail Evgenievich Myskin delivered a welcoming address, noting that for several years the Intergovernmental Council had effectively addressed issues of cooperation between forestry agencies of the CIS member states. He emphasized that industry cooperation bodies are an important factor in the development of integration within the CIS, enabling them to identify areas of cooperation and develop the necessary regulatory documents for the development of the industry.
Yusufzoda Abduchabbor Gayratsho, Director of the Forestry Agency under the Government of Tajikistan, was unanimously elected Chairman of the Intergovernmental Council for the next term.
In accordance with the agenda, the meeting participants considered a number of topical issues and draft documents aimed at further developing cooperation between the CIS member states in the field of forestry and the forest industry.
Olga Igorevna Gnatovskaya, Deputy Head of the Department of Economic Cooperation, presented the draft Action Plan for the first stage (2026–2030) for the implementation of the Key Areas of Cooperation of the CIS Member States in Forestry and the Forest Industry for the period up to 2035. Members of the Intergovernmental Council approved the document, which will be submitted for consideration to the CIS Economic Council in 2026.
Alexander Viktorovich Panfilov, Deputy Head of the Federal Forestry Agency of the Ministry of Natural Resources and Environment of the Russian Federation, briefed those present on the progress of implementing the Agreement on the Prevention and Extinguishing of Wildfires in the Border Territories of the CIS Member States of May 31, 2013.
The meeting participants agreed on the need to update the Action Plan for the implementation of the Agreement on Cooperation in the Prevention and Elimination of Outbreaks of Forest Diseases and Pests in the Border Territories of the CIS Member States dated November 2, 2018.
Tajikistan's initiative to develop a draft Concept for the Digital Transformation of Forestry Sectors in the CIS Member States and an Action Plan for its implementation was supported. The approved documents will be submitted to the CIS Executive Committee for further consideration in accordance with established procedures.
Members of the Intergovernmental Council held a detailed exchange of views on issues of prevention and the adoption of joint measures to combat illegal timber trafficking.
Andrei Andreevich Sakovich, First Vice-Rector of the Belarusian State Technological University, presented a report on the activities of the base organization and delivered an analytical report on the prospects for developing cooperation between CIS member states in the forestry industry.
The proposal of Daniyar Galymovich Turgambayev, Chairman of the Committee on Forestry and Wildlife of the Ministry of Ecology and Natural Resources of Kazakhstan, to hold the next meeting of the Intergovernmental Council on the Forestry Complex and Forestry in the Republic of Kazakhstan in 2026 in person was supported.
