Minister of Industry and New Technologies of the Republic of Tajikistan Sherali Kabir held a video conference with representatives of OpenAI, one of the world's largest developers of artificial intelligence technologies. The meeting took place as part of a discussion of the international OpenAI for Countries program between the Council on Artificial Intelligence under the Ministry and the company.
OpenAI was represented at the meeting by Benjamin Schwartz, Managing Director of Infrastructure Partnerships and International Relations, and other senior company officials.
During the talks, Minister Sherali Kabir presented the potential of the Republic of Tajikistan in deploying infrastructure for AI computing based on green hydropower. He emphasized that the country has sustainable resources to support large-scale data centers and high-tech projects.
The Minister informed the partners about the launch of the first operational AI cluster in Central Asia, based on modern H200 graphics processors, in Tajikistan on June 25, 2025. The project was implemented on the initiative of the President of the Republic of Tajikistan – Leader of the Nation Emomali Rahmon and became an important stage in the development of the national AI infrastructure.
The adoption of a resolution by the UN General Assembly on the development of artificial intelligence in Central Asia was separately touched upon. The initiative put forward by Tajikistan envisages the placement of the Regional Center for Artificial Intelligence in Dushanbe, which creates favorable conditions for a strategic partnership with OpenAI.
OpenAI representatives praised Tajikistan's efforts in digital development and expressed interest in cooperation, especially in the direction of localization and application of the company's advanced AI solutions in the republic. The country's high potential in the context of green energy and the rapidly growing AI sector was noted.
The parties also discussed the prospects for integrating OpenAI-based solutions into the national technology ecosystem, including pilot projects and cooperation with local scientific and educational institutions.
In conclusion, Minister Sherali Kabir invited OpenAI management to participate in the International Conference on Artificial Intelligence, which will be held in Dushanbe on October 24–25, 2025.
The talks were held as part of the Council on Artificial Intelligence program aimed at attracting leading global AI companies to Tajikistan. The Ministry of Industry and New Technologies has already signed a number of agreements with companies from the US and UAE to host their AI labs in the Area AI technopark under construction in Dushanbe.
