The delegation of the Republic of Tajikistan headed by the Minister of Labor, Migration and Employment Soleh Kholmahmadzoda and the Chairman of the Committee of Primary and Secondary Vocational Education Farhod Rahimi made a working visit to the Federal Republic of Germany from July 14 to 18, 2025.
During the visit, meetings were held with representatives of federal and regional authorities, as well as specialized educational and economic structures of Germany. The trip was aimed at developing cooperation in the field of labor migration, professional training of personnel and the introduction of a dual education model.
July 15, Munich
The delegation held official talks with representatives of the Landtag of Bavaria, the Ministry of Economy, Regional Development and Energy of Bavaria, the Bavarian Economic Center, and the Association of Bavarian Entrepreneurs. The talks were attended by the Ambassador Extraordinary and Plenipotentiary of Tajikistan to Germany Imomuddin Sattorov. A meeting was also held with the Minister for European and International Affairs of Bavaria, Erik Beiswenger.
The parties agreed to prepare Tajik citizens for education and employment in Germany. The German side expressed its readiness to provide specialized modules for studying the German language and organize short-term courses for teachers at the State Enterprise "Center for the Development of Crafts and Modern Professional Skills".
16–17 July, Bavaria Region
As part of their familiarisation with the vocational education system, the delegation visited the Werner von Siemens State Centre for Vocational Education, the Cham Adult Education Centre, the Chamber of Crafts of Lower Bavaria and Upper Palatinate, and the Upper Regensburg Chamber of Commerce and Industry.
The Tajik side took part in a round table dedicated to the dual system of vocational education, exchange of experience and integration of students from third countries.
July 18, Berlin
A meeting with State Secretary of the Federal Ministry of Labor and Social Affairs of Germany Lillian Chan was held in the capital of Germany. The parties discussed the prospects for bilateral cooperation in the field of employment, training of labor force and exchange of best practices.
On the same day, a working meeting was held in the building of the Embassy of the Republic of Tajikistan with the President of the Landtag of Saxony-Anhalt Gunnar Schellenberger and the management of TELC GmbH, a developer of international language exams.
The visit culminated in the signing of a Memorandum of Understanding between the Ministry of Labor, Migration and Employment of the Republic of Tajikistan and TELC GmbH. The document provides for in-depth cooperation in the field of vocational education, language training and the compliance of Tajik specialists with the modern requirements of the European labor market.
The implementation of the agreement is expected to contribute to the development of dual education mechanisms, expand opportunities for labor migration and ensure access of Tajik citizens to high-quality education and employment in Germany.
The working visit became an important step towards strengthening Tajik-German relations in the social and educational spheres and meets the objectives of diversifying labor migration channels.
