In Tajikistan, an Action Plan for the implementation of the second stage of the Cinema Development Program for 2023–2027, designed for 2026, has been approved. The corresponding resolution was signed by the Chairman of the Government of the Republic of Tajikistan Emomali Rahmon and published on July 1, 2025 under number 380, the legal Internet portal of the Republic of Tajikistan reports.
The document was adopted in accordance with Articles 4 and 12 of the Law of the Republic of Tajikistan “On Strategic Planning and State Forecasting” and sets out the goals, objectives and volumes of work to be completed next year as part of the implementation of the state program for the development of the film industry.
According to the approved Action Plan, in the period from 2023 to 2027, it is planned to create 11 feature films, 20 documentaries, 10 short feature films, 10 animated films, 10 short films created by students of the school of young filmmakers, as well as the translation and dubbing of 50 films into the state language.
45 million 818 thousand somoni will be allocated for the implementation of these activities, of which 35 million somoni will come from the state budget, 5 million 618 thousand somoni will come from the own funds of the state institution “Tojikfilm”, and 5 million 200 thousand somoni will be grant funds.
Although the specific activities for the second stage — 2026 — are not disclosed in the text of the plan, the general concept of the program remains the same. It includes the production of films of various genres, translation and dubbing of foreign films into Tajik, holding cultural and cinematic events, training and advanced training of personnel both in Tajikistan and abroad, raising the technical and artistic level of national film production, purchasing modern equipment, repairing and reconstructing movie theaters, restoring film sets, and expanding international cooperation in the field of cinematography.
The state institution "Tojikfilm" has been appointed the main coordinator and executor of the Plan. It has been instructed to ensure the implementation of the Plan together with the relevant ministries and departments, establish cooperation with the executive bodies of state power of the Gorno-Badakhshan Autonomous Region, other regions, as well as the cities of Dushanbe, districts and cities of the country, and annually submit a report to the Government of the Republic on the progress of the implementation of the Action Plan by December 1.
The cinema development program for 2023–2027 was approved by a government decree in 2022 and is being implemented in three stages:
Stage I – 2023–2025,
Stage II – 2026,
Stage III – 2027.
The program is aimed at the comprehensive development of the domestic film industry, raising the cultural level of society, preserving national identity through screen art, and stimulating youth creativity.
