Oleg Datskikh, the Tyumen Region Human Rights Commissioner, proposed expanding restrictions on foreign citizens' employment in the region. He made the announcement during an online meeting of the Tyumen Regional Duma on Thursday, Interfax reports.
According to him, the region currently has a list of ten sectors in which foreigners are prohibited from working with a patent. However, he noted, restrictions in other Russian regions are much broader: in the Sverdlovsk Region, they apply to twenty sectors, and in the Chelyabinsk Region, to twenty-two.
Datskikh also proposed reconsidering the very approach to using migrant labor. In his opinion, the most acceptable model is temporary employment without long-term residency.
He emphasized that the presence of migrant workers with their families increases the burden on regional budgets, including in terms of spending on medical care and social support.
In addition, the ombudsman reported that, based on the results of 2025, the Tyumen region ranks fourth among regions in terms of the level of use of migrant labor.
During his speech, he also called on the Tyumen Oblast Ministry of Internal Affairs to continue carrying out preventative measures aimed at combating illegal migration.
