Turkmenistan views the 80th anniversary session of the United Nations General Assembly as an important stage in international efforts to strengthen peace and stability. In a complex international environment characterized by multiple challenges and declining trust, harnessing the potential of the United Nations, its political and diplomatic tools, and its moral authority to find mutually acceptable solutions and ensure universal and comprehensive security is particularly urgent.

Turkmenistan firmly upholds the principle of the integrity of security and the interconnectedness of its various aspects. Our country believes that political or military security cannot be long-term and complete without ensuring economic, energy, food, and environmental security. Turkmenistan's foreign policy consistently adheres to the principles of permanent neutrality and non-interference, as well as a firm commitment to the peaceful political and diplomatic resolution of international conflicts.

Turkmenistan is a member of several UN subsidiary bodies—in particular, the UN Commission on Population and Development, the Commission on Science and Technology for Development, the Commission for Social Development, the Executive Board of UN Women, the Executive Board of UNICEF, and the UN Commission on International Trade Law (UNCITRAL)—and will leverage its accumulated experience in advancing the Organization's key initiatives. During the upcoming session of the General Assembly, our country will continue to contribute to the advancement of the international initiatives of the President of Turkmenistan on key global and regional issues.

PEACE AND SECURITY

Turkmenistan, consistently pursuing its policy of strengthening international peace and security, will actively promote its initiatives within the United Nations. Our country believes that a policy of positive neutrality, based on trust and respect, is an effective tool for strengthening stability, preventing conflicts, and developing international cooperation.

The foundation of Turkmenistan's peacekeeping efforts remains the inviolable principles of the United Nations Charter and the norms of international law recognized by the international community, which provide a reliable basis for the fair and peaceful resolution of any international disputes.

In accordance with UN General Assembly Resolution 79/274 "Permanent Neutrality of Turkmenistan," our country intends to actively participate in the development of Guidelines for the Observance and Implementation of the Principles of Neutrality for Peace and Security, as well as to initiate consultations on the establishment of a Mediation Chamber for Peace in Turkmenistan under the auspices of the UN, which will allow for more effective use of the potential of neutral states for peace negotiations and conflict resolution.

Turkmenistan will host the International Forum of Peace and Trust in Ashgabat in December 2025, marking the 30th anniversary of permanent neutrality and International Neutrality Day. Our country will use the forum's platform to strengthen multilateral cooperation, including within the Group of Friends of Neutrality, by holding another high-level meeting.

The inclusion of the item "Neutrality for Peace and Security" on the agenda of the 80th session of the UN General Assembly for the first time creates new opportunities. In this regard, Turkmenistan will initiate consideration of the draft resolution "The Role and Significance of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security, and Sustainable Development" in the first half of 2026, building on the resolution adopted earlier in 2020.

Our country will propose holding the International Forum "Central Asia – a Space of Peaceful Coexistence" in Ashgabat under the auspices of the UN, UNESCO, and the Alliance of Civilizations, with the participation of countries in the region, international experts, and institutions.

Turkmenistan will continue to support the work of the UN Office of Counter-Terrorism, deepening cooperation with its programme offices in Malaga. Our country will expand practical cooperation based on the Technical Guidance for Protecting Critical Infrastructure from Terrorist Attacks developed in 2024. Based on consultations with the UN Office of Counter-Terrorism (OCT), Turkmenistan is initiating the establishment of a permanent OCT Programme Office for Terrorism Early Warning in Ashgabat, which will operate globally, drawing on the experience of the early warning network in Central Asia.

Our country will continue to interact with UN peacekeeping structures, exploring opportunities to provide resources, military and civilian personnel to facilitate the effective operation of peacekeeping operations.

Turkmenistan will submit a draft resolution proclaiming an International Mediation Day, which will highlight the importance of diplomacy and neutral platforms in preventing and resolving conflicts. This day will symbolize the need for the international community to actively engage in dispute resolution through dialogue, mediation, and cooperation, and will also emphasize the importance of neutrality as a tool for ensuring justice and peaceful coexistence.

Our country is initiating the World Summit on a Culture of Peace, Trust, and Mutual Respect among Peoples under the auspices of the UN. This summit is intended to be a key event in the global diplomatic calendar, aimed at strengthening mutual understanding and trust between states, cultures, and peoples. One of the key objectives of the summit will be the development and adoption of a global Code of International Trust, which will serve as a universal foundation for building relations between countries based on the principles of equality, respect for sovereignty and territorial integrity, as well as cooperation and joint resolution of global problems.

SUSTAINABLE DEVELOPMENT, TRANSPORT AND ENERGY

Turkmenistan places particular importance on achieving the 2030 Agenda for Sustainable Development and strengthening global economic, transport, and energy links. Our country will actively promote initiatives aimed at creating a fair, balanced, and inclusive international development system.

Turkmenistan will initiate the proclamation of the UN Decade of Sustainable Transport (2026–2035) by submitting a draft resolution. This step will consolidate the international community's efforts to develop transport corridors, enhance their sustainability, and ensure accessibility for all countries, including landlocked states.

Our country intends to advance the further development of the Ashgabat Process on Transport, creating an effective platform for coordinating international and regional transport initiatives. This will ensure the synchronization of projects and accelerate the creation of a sustainable global transport architecture.

Turkmenistan will submit a draft resolution, "The Key Role of Reliable and Stable Energy Connectivity in Ensuring Sustainable Development," to the Second Committee of the UN General Assembly as part of the implementation of Resolution 78/149, adopted on December 19, 2023, at the initiative of Turkmenistan. This initiative will facilitate the development of transparent and reliable energy flows, as well as the integration of renewable energy sources into the global energy system.

Turkmenistan intends to propose the creation of a Global Platform for Digital Integration under the auspices of the United Nations, based on the principles of equality, trust, and the inadmissibility of using information and communications technologies to the detriment of peace, security, and sustainable development.

ECOLOGY, CLIMATE AND WATER RESOURCES

Turkmenistan prioritizes the development of comprehensive measures to combat climate change, land degradation, and water resource depletion. Our country intends to promote initiatives aimed at preserving ecosystems, sustainable use of natural resources, and developing international mechanisms for environmental protection.

Turkmenistan will propose the establishment of a Regional Center to Combat Desertification for Central Asian countries. This center, supported by relevant UN agencies, will become an important platform for coordinating the efforts of regional states to protect land resources, restore ecosystems, and prevent soil degradation. Turkmenistan believes that the establishment of such a center will contribute to the consolidation of regional potential, strengthen cooperation in environmental protection, and make a significant contribution to achieving the Sustainable Development Goals, particularly SDG 13 (climate action) and SDG 15 (life on land).

Our country will promote the development and adoption of UN Regional Conventions for the Amu Darya and Syr Darya River Basins. These international legal instruments will provide a solid foundation for developing coordinated approaches and mechanisms for the sustainable, equitable, and effective management of transboundary water resources in Central Asia. Turkmenistan is convinced that the adoption of these documents will not only contribute to strengthening regional environmental and food security but will also be an important step toward building a long-term architecture of peace, stability, and sustainable development in

Central Asia.

Turkmenistan, together with the countries of Central Asia, intends to consistently and systematically continue work on developing the key goals and objectives of the UN Special Programme for the Aral Sea Basin within the framework of the implementation of the Economic and Social Commission for Asia and the Pacific (ESCAP) resolution 79/8 "Consideration of modalities for the establishment of a United Nations special programme for the Aral Sea basin" of May 19, 2023. This programme will be aimed at comprehensively addressing the environmental, social, and humanitarian problems of the Aral Sea region.

Our country will promote the Caspian Environmental Initiative, announced by the President of Turkmenistan at the 78th session of the UN General Assembly, which will become an international platform for preserving the Caspian Sea ecosystem. The Second Caspian Environmental Forum, proposed for 2026, is intended to be an important step in this direction.

Turkmenistan will continue its work to establish a specialized structure – the Regional Climate Technology Center for Central Asia. Its activities will focus on introducing new technologies for climate change adaptation and mitigation, as well as developing international cooperation in environmental innovation.

HUMANITARIAN COOPERATION

Turkmenistan views humanitarian cooperation as an important element in strengthening trust and mutual understanding between peoples. Our country will initiate and support projects that promote human development, intercultural dialogue, and the advancement of human rights.

Turkmenistan will initiate international consultations on "Women, Peace, and Security" based on the Central Asian Women's Dialogue. This format will strengthen the role of women in peacebuilding and regional cooperation.

Our country will promote the Central Asian Youth Dialogue, expanding its activities within the framework of the global agenda "Youth, Peace, and Security." Particular attention will be paid to engaging youth in decision-making processes and peacebuilding initiatives.

Our country will submit a proposal to the UN to establish an International Day of Multilingual Diplomacy. This initiative aims to strengthen trust, mutual understanding, and dialogue between peoples through respect for linguistic and cultural diversity.

Turkmenistan will initiate the creation of a Regional Platform for Youth Peacebuilding in Ashgabat. This Center will become an international educational and dialogue platform focused on training young specialists in diplomacy, peacebuilding, and promoting a culture of tolerance.

Our country intends to submit a draft resolution to the General Assembly entitled "The Cultural Heritage of the Silk Road as a Factor of Peace and Development," emphasizing the importance of historical and cultural heritage as the foundation of trust, mutual understanding, and cooperation among peoples. This document will contribute to strengthening the atmosphere of friendship and good-neighborliness and will also contribute to achieving the Sustainable Development Goals.

Our country will continue to promote initiatives in the field of cultural, exhibition, and tourism activities aimed at promoting national heritage, exchanging cultural achievements, and strengthening humanitarian ties.

INTERNATIONAL LAW AND INTERACTION WITH THE UN

Turkmenistan consistently advocates for strengthening the rule of international law and enhancing the central role of the UN in international affairs. Our country will promote initiatives aimed at improving the international legal framework and enhancing the effectiveness of the Organization's main bodies.

Turkmenistan will propose declaring 2028 the Year of International Law, which will be an important step in strengthening the international legal foundations for peace and cooperation. This initiative will also highlight the role of law in strengthening international stability and ensuring the supremacy of the UN Charter.

Turkmenistan will continue its active participation in UN activities, including as a member of ECOSOC for 2026–2028, as well as on key commissions and bodies. Our country will campaign for election to the UN Security Council as a non-permanent member for 2031–2032 and to other elected positions, thereby reaffirming its commitment to active multilateral engagement.

Turkmenistan, as the depository of the Treaty on a Nuclear-Weapon-Free Zone in Central Asia and a party to the main treaties in the field of nuclear disarmament, will consistently uphold the principles of non-proliferation
