On June 19, 2026, at the initiative of the Communications Service under the Government of the Republic of Tajikistan, a roundtable discussion on "Partnership Initiatives for the Implementation of the Communications Development Strategy of the Republic of Tajikistan through 2040" was held in the Almosi Summer Park in the city of Gissar. The event was held in a hybrid format with the participation of representatives of government agencies, development partners, the private sector, and industry experts. This was reported by the press service of the Communications Service under the Government of the Republic of Tajikistan.
Deputy Prime Minister of the Republic of Tajikistan Usmonali Usmonzoda, Head of the Communications Service under the Government of the Republic of Tajikistan Isfandiyor Sadullo, and Director of the Agency for Innovation and Digital Technologies Khurshed Mirzo spoke at the official opening ceremony.
In their speeches, they emphasized the need to strengthen cooperation and coordinate efforts to accelerate the development of the communications sector and the country's digital transformation.


Usmonali Usmonzoda noted that the development of communications and the implementation of digital technologies are among the priority areas of state policy. He stated that they are key to ensuring the sustainable development of the national economy, enhancing the country's competitiveness, and improving the quality and accessibility of services.
He emphasized that the Government of the Republic of Tajikistan is creating favorable conditions for attracting domestic and foreign investment in the development of digital infrastructure, the expansion of fiber-optic networks, the implementation of fifth-generation (5G) technologies, the creation of data centers, and the development of digital services. Effective collaboration with the private sector and development partners is considered a key factor in progress in this sector.


During the event, Isfandiyor Sadullo, Head of the Communications Service under the Government of the Republic of Tajikistan, stated that the implementation of the Strategy for the Development of the Communications Industry of the Republic of Tajikistan for the Period up to 2040 is of particular importance for the formation of a modern digital environment, increasing the availability of high-quality communications services for the population, and the development of the digital economy.
According to him, achieving the industry's strategic goals is only possible through broad cooperation between government agencies, the private sector, international partners, and the expert community.
Natalia Mochu, Regional Director of the International Telecommunication Union, and Mario Gonzalez, Representative of the Universal Postal Union, addressed the roundtable participants virtually. They praised the pace of development in the communications sector in Tajikistan and expressed the willingness of international organizations to continue collaborating on digital initiatives and developing industry infrastructure.
First Deputy Head of the Communications Service under the Government of the Republic of Tajikistan Parviz Noriyon presented key aspects of the Strategy for the Development of the Communications Industry of the Republic of Tajikistan for the period up to 2040.


The presentation addressed key areas of industry development, including the formation of a modern, sustainable, and competitive communications ecosystem, the expansion of digital infrastructure and the development of innovative services, the implementation of fifth-generation (5G) communications technologies and the expansion of fiber-optic networks, the use of satellite capabilities, the development of human capital, increased digital literacy, the implementation of artificial intelligence, and cybersecurity.
Participants discussed strengthening governance and partnerships, attracting funding and investment, developing innovation, and training digital specialists. Proposals for the effective implementation of the strategy were also presented.
During open and interactive discussions, participants shared their vision for the future of "Digital Tajikistan 2040," identifying key strategic areas for the industry's development and existing barriers to digital transformation.


Following the roundtable discussion, a proposal was made to establish a Digital Coordination Council in the communications industry. It is expected to become the central mechanism for coordinating partners' efforts, removing existing barriers, harmonizing policy approaches, and accelerating the implementation of the Communications Industry Development Strategy of the Republic of Tajikistan through 2040.
It is expected that within a month of the roundtable, the official activities of the Digital Coordination Council will begin, and the industry working groups will hold their first meetings.
In the long term, it is planned to ensure the integration of these initiatives with national, regional and international digital programs for 2026–2040.
The roundtable once again emphasized the importance of strengthening partnerships between the state, the private sector, and international organizations on the path to building a digital society and achieving long-term development goals for the Republic of Tajikistan's communications sector, creating a foundation for the implementation of joint initiatives and the sustainable development of the country's digital economy.
