The Office of the United Nations High Commissioner for Human Rights (OHCHR) has reported evidence of ethnic cleansing by Israel in the Gaza Strip and the occupied West Bank, according to a report presented in Geneva.
The document covers the period from November 1, 2024, to October 31, 2025. It notes that the increased attacks and forced displacements "appear to be aimed at the irreversible expulsion of Palestinians from the occupied territories." Israel is accused of grave human rights violations, including attempts to achieve demographic change in the Gaza Strip through the systematic destruction of entire city blocks and the blocking of humanitarian aid.
The report's authors documented the deaths of approximately 460 Palestinians from starvation, a third of them children. The document emphasizes that the use of starvation as a method of warfare against civilians constitutes a war crime and, under certain circumstances, may be qualified as a crime against humanity.
The report also states that the situation in the West Bank is characterized by "systematic, unlawful use of force" by the Israeli army, including arbitrary detentions and torture. It also criticizes instances of unjustified use of force by the Palestinian Authority.
UN High Commissioner for Human Rights Volker Türk pointed to a "climate of impunity" in which the Israeli judicial system fails to hold officials and Jewish settlers accountable for violations. "Impunity is not an abstract concept; it costs human lives," he emphasized, calling accountability a necessary condition for a just peace.
The UN called on Israel to end its illegal presence in the Palestinian territories "as soon as possible." The international community was recommended to halt arms sales to Israel, as the report notes that they are "used for actions that violate international humanitarian law."
To restore the Gaza Strip and ensure peace, the authors of the document point out, victims must receive justice, and Palestinians must be immediately allowed to govern state structures.
Israel denied the accusations, stating that it has long considered the UN Human Rights Council to be biased. The country's Geneva mission stated that the Office of the High Commissioner is waging a "malicious campaign of demonization and disinformation against the State of Israel." Israeli diplomats claim that the OHCHR collaborates with experts who "spread hatred" and is not credible.
