China and Pakistan put forward five proposals to restore peace and stability in the Persian Gulf region and the Middle East during talks between Chinese Foreign Minister Wang Yi and Pakistani Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar in Beijing on Tuesday.
Wang Yi, who is also a member of the Politburo of the CPC Central Committee, and M. I. Dar discussed the situation in the Persian Gulf region and the Middle East during the talks. The parties put forward the following proposals:
- An immediate cessation of hostilities. China and Pakistan call for an immediate ceasefire and an end to the war, to make every effort to prevent the spread and escalation of the conflict, and to ensure humanitarian access to all war-affected areas.
- Peace negotiations must begin as soon as possible. The sovereignty, territorial integrity, state independence, and national security of Iran and the Gulf states must be protected. Dialogue and diplomacy are the only viable options for resolving the conflict. China and Pakistan support the commencement of negotiations between the parties involved, with all parties committing to resolve disputes peacefully. During peace negotiations, the conflicting parties must refrain from using force or threatening to use it.
- Ensuring the security of non-military facilities. The principle of protecting civilians during armed conflicts cannot be violated. China and Pakistan call on all parties to the conflict to immediately cease attacks on civilians and non-military objects, fully comply with international humanitarian law, and stop attacks on critical infrastructure such as energy facilities, desalination plants, power plants, and peaceful nuclear facilities, including nuclear power plants.
- Ensuring the safety of navigation. The Strait of Hormuz and its adjacent waters are a vital international corridor for trade in goods and energy. China and Pakistan call on all parties to ensure the safety of vessels and crews stranded in the inner waters of the Strait of Hormuz, to promptly ensure the safe passage of civilian and commercial vessels, and to restore normal navigation in the strait as soon as possible.
- Ensuring the primacy of the UN Charter. China and Pakistan advocate the practical implementation of genuine multilateralism and jointly strengthening the important role of the UN. They support reaching an agreement on establishing a comprehensive framework for peace and ensuring lasting peace based on the purposes and principles of the UN Charter and international law.
