Russia will create a system for automatically monitoring the legality of foreign national employment. The corresponding government decree provides for the automatic transfer of data on migrant workers' wages from the Federal Tax Service (FTS) to the Ministry of Internal Affairs.
The source of information will be data from companies' insurance premium reports. As stated in the document, this measure is aimed at combating the fictitious employment of foreign citizens in Russia.
Coordination of the initiative's implementation has been entrusted to the Ministry of Finance, the Federal Tax Service, the Ministry of Internal Affairs, and the Ministry of Foreign Affairs of Russia, with the participation of the Moscow government. The deadline for completing the order is December 1, 2026.
At the same time, the authorities plan to improve the information exchange mechanism between law enforcement agencies and various organizations. The goal of this initiative is to reduce the time required to investigate reports of immigration violations and improve the effectiveness of criminal investigations in this area.
It was previously reported that Russia would tighten regulations regarding medical examinations for migrants. Fines for foreign citizens evading medical examinations would be increased significantly, and courts would be empowered to deport violators if necessary.
Thus, the introduction of automatic income monitoring for migrant workers, combined with enhanced medical oversight, will increase transparency in the employment of foreigners and strengthen compliance with migration legislation in Russia.
