Tajikistan is gradually introducing an electronic labeling system for certain product groups, according to the Customs Service under the Government of the Republic of Tajikistan.
The agency noted that the system's implementation is aimed at increasing the transparency of trade flows, strengthening controls, and adapting customs procedures to modern requirements.
Electronic labeling of processed tobacco, nicotine-containing products, e-cigarettes, all types of alcoholic and non-alcoholic beverages, and energy drinks will be introduced on July 1, 2024. This initiative aims to ensure transparency in the circulation of goods, prevent informal trade, and strengthen government oversight.
A working group has been established, and an internal action plan has been approved. The working group is collaborating on an ongoing basis with Tekhnologiya Group LLC, the official operator of the goods traceability system. This collaboration addresses issues such as integrating the customs information system with the electronic labeling system, the procedure for importers to obtain QR codes, data exchange, and other technical aspects of goods traceability.
Structural divisions of customs authorities are instructed to indicate the Datamatrix electronic code in column 31 of the cargo customs declaration when clearing goods subject to mandatory marking.
To improve the qualifications of employees, training events were held on the use of the electronic labeling system, including remote training sessions using video materials and presentations, organized by specialists from Technology Group LLC.
Electronic labeling of medicines and medical products was introduced on January 1, 2025. Regional customs administrations and importers were provided with informational events, and importers are required to sign an agreement with an operator and obtain electronic codes before the new phase begins.
The customs authorities' information system is fully integrated with the tax authorities' system. Data on the customs clearance of goods subject to customs clearance is transmitted to the tax authorities daily, ensuring effective monitoring and prevention of violations.
To ensure QR code availability, domestic companies, including Nuri Mukaddas LLC, have established QR code printing services. The company's capacity allows it to provide customers with between 10,000 and 2 million codes per day.
The Customs Service emphasized that the implementation of the Government of the Republic of Tajikistan's Resolution of June 12, 2023, is an important step in ensuring the transparency of trade flows and increasing the accountability of participants in foreign economic activity. Work on implementing the system will continue, mobilizing all necessary resources and developing interagency cooperation.
The implementation of an electronic labeling system for beverages and pharmaceuticals is a key focus of the state's digitalization policy, playing a significant role in protecting the economy from smuggling, illegal product trafficking, and reducing public health risks. The use of centralized electronic codes allows for the tracking of every product unit from production or import to the final point of sale.
