Humanitarian organizations are providing assistance to civilians affected by the large-scale attack on Ukraine that took place on December 23, 2025.
On Tuesday morning, Russia launched missile and drone strikes on 12 regions of Ukraine, including Kyiv. The attack killed and wounded civilians. Damage to energy infrastructure led to power outages across the country, according to the UN Human Rights Monitoring Mission.
According to the mission, three civilians were killed, including one child. Another 13 people were wounded, including three children. The attack reportedly involved the use of 635 drones and 38 missiles.
The Chernihiv, Odesa, and Sumy regions were particularly hard hit, with damage to residential buildings and civil infrastructure. Many residents are without basic services, including electricity, creating significant challenges during the cold winter months.
"As the cold season begins, the most vulnerable people need support. This violence must end. Civilians must be protected," stated the UN Office for the Coordination of Humanitarian Affairs (OCHA).
Humanitarian workers continue to provide assistance to those affected. In Kyiv, Odesa, Zhytomyr, and other regions, UN agencies and their partners are providing psychosocial and legal support, distributing emergency housing repair materials, and registering people for cash assistance.
