On November 13, in Dushanbe, Russian Human Rights Commissioner Tatyana Moskalkova, as Chair of the CIS Human Rights Commission, presented the results of the Commission's work in 2023-2025 at a meeting of the Council of the Interparliamentary Assembly of the Commonwealth, the CIS Executive Committee press service reported.
According to the Commissioner, human rights commissioners have been established and are successfully operating in virtually all CIS countries, both at the national and regional levels.
The CIS Human Rights Commission has currently prepared a package of amendments to the model law on the status of the Human Rights Commissioner and submitted it to the parliaments of the Commonwealth states. Tatyana Moskalkova expressed hope for its speedy consideration.
The Assembly has adopted more than ten model laws, including "On the Commissioner for Children's Rights" and "On Public Safety." A number of the adopted provisions are of interest for improving Russian legislation in the area of promoting, observing, and protecting human rights.
A Glossary of Terms and Concepts in Youth Policy was also adopted. This document will be reviewed by the Youth Council under the Human Rights Commissioner of the Russian Federation at its next meeting.
The Federal Ombudsman also held a working meeting with Faizali Fuzailsho Idizoda, Speaker of the House of Representatives of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan. The meeting was also attended by Sergei Baburkin, Human Rights Commissioner for the Yaroslavl Region.
Participants discussed the legal framework for the activities of national human rights institutions, as well as some cases of assistance provided by individuals who have sought help from ombudsmen, and the problems of individuals serving sentences outside their home countries.
Mr. Idizoda proposed establishing cooperation between the parliamentary committee on legislation and human rights and the institution of the Commissioner for Human Rights in the Russian Federation.
