At the International Conference on Artificial Intelligence (AI Conf 2025) , held for the first time in Dushanbe, Perplexity AI and Epsilon3.ai , in partnership with the Ministry of Industry and New Technologies of Tajikistan, launched the world's first agent-based AI browser for the public sector. This was reported by the ministry's press service.
Tajikistan's Ministry of Industry and New Technologies has become the first government agency in the world to pilot an agent-based AI browser, replacing manual research processes with real-time intelligent analytics tools.
The pilot project will begin in the fourth quarter of 2025 and will train 140 ministry employees on how to use the AI browser for faster and more informed decision-making. Upon completion of the project in 2026, the technology is planned to be rolled out across Central Asian countries to strengthen digital governance and regional innovation capacity.
Epsilon3.ai , a Tajik startup specializing in implementing AI in the public sector, and Perplexity AI, a global AI company, signed a Memorandum of Understanding with the Ministry of Industry and New Technologies of the Republic of Tajikistan to implement Comet , the world's first agent-based AI browser adapted for the needs of the public sector. The initiative is being implemented as part of the national program Project AI-GOV .
Project AI-GOV is a national digital public administration program built on three technological levels:

ijozatnoma.tj — an intelligent system for automating permitting and licensing processes;

Soro LLM is a Tajik language model trained on multilingual government data;

Comet AI Browser is an agent-based interface for searching, analyzing, and justifying decisions in real time.
Together, these three components form a unified ecosystem for the responsible implementation of artificial intelligence in public administration.
The Comet AI browser is capable of autonomously performing reasoning, searching, and data validation tasks, helping government officials access verified information from the internet in real time. This tool will replace traditional static databases and manual research processes, improving the accuracy, transparency, and speed of government decision-making.
The pilot phase at the Ministry of Industry and New Technologies of Tajikistan will begin in the fourth quarter of 2025 and will include an intensive training program for 140 employees. Participants will use Comet Browser for procurement monitoring, industry research, and regulatory analysis, leveraging AI capabilities to accelerate data collection and policy development.
Following successful validation of the solution, the partners plan to expand the use of Comet Browser in government agencies across Central Asia, accelerating the region's transition to the development and implementation of AI-based policies.
The initiative supports Tajikistan's national strategy for the development of artificial intelligence and follows the UN General Assembly resolution on AI adopted in July 2025 under the leadership of President of the Republic of Tajikistan Emomali Rahmon. The resolution calls for responsible AI development based on self-regulation principles and provides for the establishment of a Regional Artificial Intelligence Center in Dushanbe to coordinate research, infrastructure, and policy in Central Asia.
Epsilon3.ai has become Perplexity AI's regional partner, responsible for the localization and implementation of the company's technologies in Central Asia. As part of the partnership, Epsilon3.ai will act as a systems integrator, deploying AI-based knowledge management tools and workflows across government and corporate structures in the region.
