A bill has been submitted to the State Duma of the Russian Federation that provides for the possibility of conscription of citizens for military service throughout the calendar year. The document was developed by the Chairman of the State Duma Defense Committee Andrei Kartapolov and his first deputy Andrei Krasov (both from the United Russia faction).
As noted in the explanatory note, the bill is aimed at evenly distributing the workload of the draft boards and improving the quality of staffing the Armed Forces.
According to the initiative, medical examination, psychological selection and consideration of conscripts at commission meetings will be conducted all year round. However, the dispatch of recruits to the place of service will continue on the traditional dates – in the spring (from April 1 to July 15) and in the fall (from October 1 to December 31).
"Some bloggers have not understood the essence of the bill. The point is that events to prepare for conscription will take place all year round, and the actual sending to the troops will be, as before, twice a year," explained the co-author of the initiative Andrei Krasov in a comment to the Telegram channel "You listened to the lighthouse."
If adopted, the document will come into force on January 1, 2026.
Earlier, the spring conscription of 2025 became the largest since 2011: according to the decree of the President of the Russian Federation, 160 thousand people were to be sent to the army – 10 thousand more than in 2024.
