In June 2026, Russian attacks in Ukraine killed at least 265 civilians and injured another 1,816. This was one of the highest civilian casualties since the start of the full-scale war.

This was stated by UN Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo at a meeting of the UN Security Council.

According to her, the security situation for the civilian population continues to deteriorate. In May, the number of civilian deaths and injuries reached its highest level since April 2022. Preliminary data from the Office of the UN High Commissioner for Human Rights indicates that the casualty toll increased even further in June.

DiCarlo expressed concern that the negative trend could continue into July.

"This worrying trend is likely to continue in July," she said.

The UN representative also reported that in the past week alone, Russia has launched three major airstrikes on Kyiv and other Ukrainian cities. According to her, the strikes hit densely populated areas, posing a serious threat to civilians.

DiCarlo stressed the need to respect international humanitarian law and stop attacks on civilians and civilian infrastructure.

“Any attacks on civilians and civilian infrastructure, wherever they occur, are a clear violation of international humanitarian law and must stop immediately,” the UN Deputy Secretary-General noted.

According to confirmed data from the Office of the United Nations High Commissioner for Human Rights, at least 16,402 civilians have been killed in Ukraine since the start of the full-scale war. Among the dead are 802 children.

Another 48,428 civilians were injured, including 2,948 children.

The UN emphasizes that the actual scale of civilian casualties is likely significantly higher. Obtaining and verifying information on the dead and injured in areas of active hostilities often takes a long time.
