The Khatlon region's local budget received 1 billion 696 million somoni in the first half of 2026. The budget's revenue plan for general revenue was fulfilled by 103%, and for internal revenue, by 101.4%.
This was reported following a meeting at the Main Directorate of the Ministry of Finance of the Republic of Tajikistan for the Khatlon Region, where the results of local budget execution for cities and districts of the region for the first six months of 2026 were reviewed.
The meeting was attended by Deputy Minister of Finance of Tajikistan Dilshod Saidzoda, Deputy Chairman of the Khatlon Region Ashurboy Solehzoda, Head of the Main Directorate of the Ministry of Finance for the Khatlon Region Azamjon Chillazoda, heads of the department's structural divisions, as well as heads of departments and heads of financial departments of the region's cities and districts.
The meeting participants analyzed financial performance, budget revenue and expenditure, and discussed current financial issues.


The meeting noted that in the first half of the year, the financial authorities focused on fulfilling the instructions of the Government of Tajikistan, the Ministry of Finance, and the Khatlon regional executive authority. Particular attention was paid to strengthening financial discipline, the efficient use of budgetary resources, and ensuring sustainable economic development in the region.
According to the data presented, industrial production in Khatlon Region reached 6.2 billion somoni, while agricultural output reached 17.1 billion somoni. Retail turnover amounted to 13.3 billion somoni, and the volume of paid services reached 1.6 billion somoni.
As noted at the meeting, compared to the same period last year, significant growth in indicators was recorded in these areas.
Local budget revenues for the general contingent were fulfilled at 103%. The local revenue plan was fulfilled at 101.4%. A total of 1 billion 696 million somoni was received by the budget.
Revenue exceeded the planned target by 24 million somoni. Compared to the first half of last year, revenue increased by 367.6 million somoni.
At the same time, meeting participants noted the failure to meet planned targets for certain types of taxes. Key objectives included reducing tax arrears, making better use of existing opportunities to find new revenue sources, and strengthening cooperation between financial authorities and tax authorities.


During the reporting period, more than 2.9 billion somoni were allocated to finance the economic and social sectors of the Khatlon region.
Over 92% of total budget expenditures went to social sectors. Funds were allocated to education, healthcare, social protection, culture, and other priority areas.
As noted at the meeting, such funding contributed to the stable operation of budgetary institutions and an increase in the level of social services provided.


Particular attention was paid to the timely payment of salaries and vacation pay to teaching staff. Preparation for the autumn-winter period, renovation of educational institutions, and ensuring the targeted use of budget funds were also identified as priorities.
Following the meeting, the heads of financial departments and divisions of cities and districts of the Khatlon region were instructed to ensure the full implementation of the budget revenue plan and take measures to reduce tax arrears.
In addition, they are tasked with strengthening financial discipline, ensuring the rational and efficient use of public funds, and the timely fulfillment of financial obligations.
The Main Directorate of the Ministry of Finance for the Khatlon Region emphasized that the region's financial authorities will continue to implement state financial policy and ensure sustainable socio-economic development.
The activities of financial authorities will also be aimed at achieving significant financial and economic results by the 35th anniversary of the State Independence of the Republic of Tajikistan.
