Representatives of notaries from CIS countries discussed requirements for notary candidates, professional ethics, and disciplinary measures for violations of the law.

The latest webinar of the Basic Organization of CIS Member States in the Sphere of Notarial Activity was held with the participation of representatives from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Uzbekistan, and Tajikistan. This was reported by the press service of the CIS Executive Committee.

During the meeting, participants reviewed the requirements for individuals applying for notary status. Special attention was paid to the ethical standards of professional activity, as well as disciplinary measures for violating notary legislation and professional ethics rules.

The webinar was opened by Elena Grinkevich, Chairperson of the Belarusian Notary Chamber and Head of the CIS Basic Organization for Notarial Activities. She wished the participants a productive meeting.

Yulia Bozhko, a notary of the Minsk City Notary District, spoke about the procedure for obtaining notary status in Belarus, as well as the current requirements and restrictions for applicants.

In her speech, she also touched on the issue of disciplinary liability for notaries, describing the grounds and mechanisms for holding them accountable in the event of a violation of the law or other misconduct.

Representatives from Kyrgyzstan, Kazakhstan, Russia, Uzbekistan, Armenia and Tajikistan took part in the discussion of the topic.

Roziya Safaralizoda, a state notary at the Main State Notary Office of the Ministry of Justice of Tajikistan, briefed seminar participants on the requirements for notaries in the country.

According to her, only citizens of Tajikistan can become notaries. Applicants must have a law degree, successfully complete an internship at a state notary office, and pass a qualification exam.

Safaralizoda noted that Tajikistan has a state notary system. Therefore, notaries are subject to the requirements established for civil servants and stipulated by the republic's Law "On Civil Service."

Notaries in Tajikistan are government employees. They are strictly prohibited from engaging in entrepreneurial activity or being members of political parties.

In addition, a notary does not have the right to perform notarial acts in his own interests or in the interests of close relatives.

Issues of professional ethics of notaries and disciplinary liability are regulated by the law of the Republic of Tajikistan on state notaries and the legislation on civil service.
