On July 9, during a working tour of cities and districts in the Sughd region, Tajik President Emomali Rahmon launched the construction of a cement plant in Istaravshan and a lime production facility in the Bobojon-Gafurov district. This was reported by the presidential press service.
In accordance with the instructions of the head of state, JSC Tajik Metallurgical Plant plans to build and commission a cement production facility in Istaravshan by 2029.
During construction, more than 1,200 local residents are expected to be employed seasonally. Once the plant is operational, over 850 new jobs will be created in the region.
The design of the plant, the supply and installation of equipment, and the commissioning of production facilities will be carried out in accordance with a contract signed between Tajik Metallurgical Plant CJSC and the Chinese company SINOMA. The production of all necessary equipment is also planned as part of this cooperation.


SINOMA is a large state-owned international engineering corporation in China and is part of the China National Building Materials Group.
The company specializes in cement production technologies, equipment manufacturing, and engineering systems integration. A statement from the presidential press service describes it as a high-tech and innovative enterprise in China, having received industry awards.
Thanks to the use of modern production technologies and appropriate raw materials, the cement produced by the new facility is expected to meet international norms and standards. The production process is planned to be organized in compliance with environmental requirements and environmental protection standards.


The cement plant's production capacity will be 1.2 million tons per year. The technological process will cover the entire production cycle, from raw material grinding to packaging the finished cement.
The construction of the plant is aimed at increasing cement production volumes, providing the domestic market with a sufficient quantity of products at affordable prices, and creating new jobs.
The authorities attribute the need for the project to the growing demand for cement in the Sughd region. Amid increased construction, development, and landscaping activities, as well as economic growth, the demand for this product, according to the report, has increased significantly.
Lime production plant
Another major industrial project is planned for implementation in the Bobojon-Gafurov district of the Sughd region as part of the state policy of accelerated industrial development.
The Tajik Metallurgical Plant JSC intends to build and commission a modern lime production plant near the Safedsang limestone deposit by 2029.
According to the project, the plant will be located on a 10-hectare site. The project will be financed and implemented using the Tajik Metallurgical Plant's own funds.


The design, supply of equipment, installation and commissioning of production lines will also be carried out under a contract with the Chinese company SINOMA.
The new facility will have an annual production capacity of 200,000 tons of lime. Thanks to the use of modern technologies and high-quality raw materials, the products are expected to meet international standards and be suitable for use in a variety of industries.
Production equipment will be selected in accordance with international environmental standards and industrial safety requirements. During plant operation, special attention will be paid to reducing environmental impact and efficient resource use.
During the construction phase, more than 500 local residents are expected to be employed in seasonal work. Once the plant is operational, over 150 permanent jobs will be created.




The new enterprise's products will primarily be used to meet the needs of the Tajik Metallurgical Plant, including in iron production.
Excess lime production will be used to meet the needs of other industrial enterprises in Tajikistan. Exports to foreign markets are also planned for the future.
According to the responsible officials, the project's implementation should contribute to strengthening the country's production potential, developing the metallurgical industry, creating new jobs, and expanding Tajikistan's export opportunities.
