The Dushanbe Department of the Ministry of Internal Affairs reported that individuals have illegally set up service facilities and other commercial spaces in the basements of many multi-story residential buildings, which are intended for parking vehicles. According to the department, this leads to a shortage of parking spaces and congestion in areas adjacent to the buildings.
To address such violations, the Dushanbe Department of the Ministry of Internal Affairs, together with the Department of State Architectural and Construction Supervision of the Dushanbe City Executive Authority, established a working group. The group is conducting outreach to citizens and taking measures to address the identified violations.

In particular, today the working group liquidated illegally operating retail outlets, a kurutobkhona, a billiard hall, a cafeteria, and several warehouses on N. Karaboev Street in the Firdavsi district and on Dekhi Bolo Street in the Sino district.
Citizens are urged to cease illegal and improper use of basements in multi-story residential buildings and bring them into compliance with the approved building design.
The Ministry of Internal Affairs noted that investigations in this area are ongoing.
