The State Council Information Office of China on Wednesday published a white paper titled "Forging a Fairer and More Just Global Governance System: China's Concepts, Initiatives, and Actions."
The main purpose of publishing the White Paper is to introduce China's concepts, initiatives and actions in the field of global governance, strengthen broader consensus in the international community, ensure a more effective response to global challenges, and build a fairer and more reasonable global governance system.
The White Paper notes that global governance is a common cause affecting the well-being of all humanity, and that building a fair and just system of global governance is a long-standing aspiration of people around the world. China has always been an active participant and contributor to global governance.
According to the document, since the dawn of the new era, Chinese President Xi Jinping has put forward the vision of building a community with a shared future for humanity. Promoting a global governance concept based on the principles of joint consultation, joint development, and shared benefit, Xi Jinping called for the implementation of genuine multilateralism, as well as the advancement of an equitable and orderly multipolar world, and an inclusive and accessible economic globalization.
In 2025, Xi Jinping put forward the Global Governance Initiative, which offers a Chinese solution to two pressing questions of the era: what kind of global governance system should be established and how global governance can be reformed and improved.
The White Paper emphasizes that since its inception, the Global Governance Initiative has quickly gained the support of nearly 160 countries and international organizations, and more than 60 countries have joined the Group of Friends of Global Governance. The international community believes that this initiative has sent a clear signal of the need to support multilateralism, unite forces of solidarity, and strive for a just future.
Furthermore, the Global Governance Initiative aligns with the growing trend toward the democratization of international relations and strengthens the international community's confidence in the implementation of multilateralism. This initiative offers a clear and actionable plan for improving global governance, bringing valuable stability and positive energy to a turbulent world.
The White Paper states that the Global Governance Initiative aims to create a more just and equitable system of global governance. Strongly upholding the authority and status of the UN is fundamental to the effective implementation of this initiative.
According to the White Paper, the successful implementation of this initiative will depend primarily on the degree to which major countries demonstrate a sense of responsibility and on whether all countries cooperate to address the peace and development deficit. All countries must firmly support the international system, with the UN at its core, uphold the international order based on international law, and defend the fundamental norms of international relations based on the purposes and principles of the UN Charter, rather than starting from scratch.
In addition to the preface and conclusion, the White Paper consists of five parts: "Today's World Faces Serious and Complex Crises and Challenges," "The Global Governance Initiative Responds to the Challenges of the Era," "China's Contribution to Advancing Global Governance," "Leading Change and Moving Toward a Brighter Future," and "Moving Forward Hand in Hand at a Key Stage of History."
